Detriment to Benefit: Pomerado Creek and the Brookview Senior Apartments

About a decade ago, San Diego Interfaith Housing Foundation, led by Matthew Jumper, took on the challenges proposed by a neglected piece of property in the City of Poway.
The goal was to place 102 units of much-needed affordable senior apartments on a parcel which was bisected diagonally by Pomerado Creek, a main storm water channel, in a neighborhood where many residents were opposed to the idea.
The public relations process was handled patiently and capably by the City and by San Diego Interfaith, but the more tangible problems presented by the creek were taken on by the project engineers, and the general contractor, Sun Country Builders.
As any experienced builder or developer would anticipate, the presence of the waterway brought added layers of permitting and review by various agencies including the Army Corps of Engineers and the California Department of Fish & Game.
